Non è vero che l'Europa non può essere cambiata come tutti desideriamo...

Perchè dovresti sostenere F.A.E.F ?

1) Perché FAEF è il vero catalizzatore per ''federare i federalisti in Europa''

Per 200 anni ci sono stati – e ancora ci sono – una quantità di movimenti attivi in favore di un' Europa federale che purtroppo non hanno mai avuto successo nel creare una vera federazione europea.

Ad oggi, tutti i movimenti esistenti aventi come obiettivo un' Europa federale sono movimenti unitari decentralizzati che agiscono ognuno per conto proprio. La paradossale incapacità di 'federare i federalisti' è una della cause per le quali ancora non abbiamo un' Europa federale.

2) Perché FAEF è una federazione composta da differenti organizzazioni europee e individui accomunati da un unico scopo: la creazione degli Stati Uniti d'Europa

F.A.E.F. - Alleanza federale dei federalisti europei – è un'organizzazione con la forma legale di un'associazione e la struttura organizzativa di una federazione.

FAEF è stata istituita nel maggio del 2018 dal suo Comitato Promotore , formato da 2 italiani, 2 francesi e 2 olandesi.

Ogni movimento, associazione, sindacato, istituzione accademica o altre forme di organizzazione che accetta lo statuto di FAEF e il suo programma di ' federare i federalisti ' e educare i cittadini europei al federalismo come obiettivi per il grande fine di fondare una Federazione Europea, può essere accolta come membro di FAEF con diritto di voto.

Le organizzazioni membre non si fondono tra di loro e non perdono la loro sovranità, autonomia e identità culturale. Esse guadagnano invece la possibilità di creare più massa critica e una capacità organizzativa sufficiente per agire come una leva in favore del cambiamento dell'attuale sistema intergoverantivo dell'Unione Europea in un sistema autenticamente federale .

Le persone creano federazioni private e pubbliche per avere un corpo federale che si prenda cura di un insieme limitato di interessi comuni attraverso uno specifico numero di poteri condivisi con la federazione. Questo accade per esempio nel mondo dello sport con il Comitato Olimpico Internazionale (CIO), probabilmente la più grande federazione privata al mondo, che consta di 205 organizzazioni membre, letteralmente milioni di persone.

3) Perché il processo di creazione di una Costituzione sarà condotto attraverso un percorso democratico ed efficace

Non appena FAEF, come federazione, raggiungerà una capacità organizzativa sufficiente coprendo un ampio numero di organizzazioni in favore di un' Europa federale, verrà organizzata una Citizens' Convention (Assemblea di cittadini). La Citizens' Convention, condotta da professionisti in diritto costituzionale federale e con la partecipazione dei cittadini, darà alla luce una versione perfezionata della bozza già esistente per una forte Costituzione dell'Europa Federale , introdotta da un preambolo sui valori, seguito da non più di dieci articoli.

Questa bozza di una Costituzione dell'Europa Federale già esiste ed è stata scritta da Leo Klinkers e Herbert Tombeur all'interno dei loro European Federalist Papers .

La Costituzione federale sarà costituita da non più di 10 articoli, contenenti norme genericamente vincolanti , che esprimano soltanto gli interessi comuni europei senza contenere traccia degli interessi nazionali dei singoli stati membri, come è invece nel caso del Trattato di Lisbona, che prevede un insufficiente controllo democratico e introduce tutti i suoi 'opt-out', figli degli egoistici interessi nazionali.

La bozza di Costituzione federale, perfezionata dalla Citizens' Convention, verrà inviata ai cittadini europei , raggiungendo tutti coloro che hanno diritto di voto e dando loro l'opportunità di esprimersi sulla Costituzione.

4) Perché la sovranità rimane ai cittadini e per i cittadini

Se almeno nove stati membri dell'Unione Europea ratificheranno la Costituzione, il Trattato di Lisbona attualmente in vigore, come previsto dagli articoli sulla 'cooperazione rafforzata', permetterà a quei nove (o più) stati membri di entrare in una forma rafforzata di cooperazione.

Da quel momento, verrà formata una Federazione Europea di almeno 9 stati che chiederà a sua volta di aderire all'Unione Europea.

Passo dopo passo, sarà possibile incrementare il numero di stati che si aggiungeranno alla federazione. Si tratta di un processo possibile e realizzabile!

5) Perché l'Europa federale ha bisogno del tuo aiuto!

Il budget di FAEF prevede, da oggi e fino alla fine del 2020, per le spese di avviamento, quelle organizzative, le attività e le campagne di informazione, un totale di 67.000 €.

It is not true that Europe cannot be changed as everyone wishes ...

• Do you wish that the global problems of today, like poverty and inequalities, environmental changes, a good and peaceful future for the young and coming generations, would be faced efficiently at a higher level and on a larger scale?

• Do you wish that the political power remains in the hands of the citizens and for the citizens?

• Do you wish to be a protagonist and not a mere spectator of the change and transform these “dreams” into a concrete and feasible project?

If you have answered yes to these questions, we tell you that you have the opportunity to do so immediately by supporting F.A.E.F, the European organization whose objective is the creation of the ''United States of Europe'', according to a non-party political program, which relies on a broad popular consensus and the activation of the grassroots!

Why should you support F.A.E.F ?

1) Because FAEF is the real catalyst for '' federating the federalists'' in Europe

For 200 years there have been – and still are – a lot of movements striving for a federal Europe. But they never succeeded to create a European Federation.

Still, all presently existing movements aiming at a federal Europe, are single, decentralized unitary movements. The paradoxical lack of 'federating the federalists' is one of the causes why there is still no federal Europe.

2) Because FAEF is a federation composed by different European organizations and individuals with one common purpose: the creation of the United States of Europe

F.A.E.F. - Federal Alliance of European Federalists - is an organization with the legal identity of an Association and the organizational identity of a Federation.

FAEF has been set up in May 2018 by its Promoting Committee, consisting of two Italian, two French and two Dutch federalists.

Each movement, association, trade union, academic institute or other different organization that accepts the Statute of the FAEF and its program of 'federating the federalists' and educating European citizens to federalism as instruments for the objective of establishing a Federal Europe, can be accepted as member of the FAEF with voting rights.

The federated members don't merge and don't lose their sovereignty, autonomy and cultural identity. Instead they gain the possibility to create more critical mass and sufficient organizational power to act a lever to exchange the current intergovernmental EU system for a federal system.

People establish private and public federations to create a body that takes care of a limited set of common interests through a specific number of powers shared with the federation. This happens for instance in sport the International Olympic (IOC), probably the largest private federation in the world, consisting of 205 federal member-organizations, literally millions of individual.

3) Because the Constitution building process will be run through a democratic and professional effective path

As soon as FAEF reaches a meaningful reinforcement of its organizational degree by covering – as a Federation itself – many organizations that are striving for a federal Europe, it will organize a Citizens' Convention. The Citizens' Convention, conducted by professionals in constitutional federal law making and with the participation of the citizens, will design an improved version of the existing draft of a strong federal European Constitution, opened by a value-driven preamble, followed by ten articles.

This already existing draft federal European Constitution has been designed by Leo Klinkers and Herbert Tombeur in the context of their European Federalist Papers.

The draft federal Constitution will contain no more than 10 – generally binding – articles, covering only the European interest and not containing any reference to national interests of members states, as is currently the case within the Treaty of Lisbon and all of its opt-outs, nationalist-driven interests and insufficient fundamental democratic control.

The draft federal Constitution, improved by Citizens' Convention, will be submitted to the people of Europe, reaching out to all citizens with voting rights to grant them the opportunity to ratify the draft Constitution.

4) Because the Sovereignty rests with the people for the people

If at least nine EU-member states will ratify the Constitution, the Treaty of Lisbon in force allows, according to the 'enhanced cooperation' articles, those nine (or more) member states to enter into an 'enhanced form of cooperation'.

In the meanwhile, a European Federation counting at least 9 countries will enter in force asking to join the EU.

Step by step, increasing the number of states joining that federation of nine member states, is a possible and feasible process!

5) Because the new Federal Europe needs your help !

The F.A.E.F Association budget from now to the end of 2020 - for starting the organizational works, activities and campaigns - is of € 67.000.

Het is niet waar dat Europa niet zou kunnen worden veranderd …..

• Wil je dat Europa een belangrijke speler op het wereldtoneel wordt, zoals de Verenigde Staten, China en andere landen?

• Wil je dat je land zoveel mogelijk zijn onafhankelijkheid, zijn cultuur, zijn tradities en zijn taal behoudt?

• Wil je dat de mondiale problemen van vandaag, zoals armoede en ongelijkheid, milieuveranderingen, een goede en vreedzame toekomst voor de jonge en toekomstige generaties, op een hoger niveau en op grotere schaal efficiënt worden aangepakt?

• Wil je dat de politieke macht in handen van de burgers en voor de burgers blijft?

• Wil je een hoofdrolspeler zijn en niet slechts een toeschouwer van de verandering en deze ‘dromen’ omzetten in een concreet en haalbaar project?

Als je deze vragen met ja beantwoordt, zeggen we je dat je de mogelijkheid hebt om dit onmiddellijk te doen door FAEF te steunen, de Europese organisatie die zich ten doel stelt de ‘Verenigde Staten van Europa’ te creëren, volgens een niet-partijpolitiek programma dat gebaseerd is op een brede consensus onder de bevolking en de activering van de bevolking.

Waarom zou je FAEF ondersteunen ?

1) Omdat FAEF de echte katalysator is voor de ‘federatie van de federalisten’ in Europa.

Al 200 jaar zijn er veel bewegingen die streven naar een federaal Europa. Maar ze zijn er nooit in geslaagd om een Europese Federatie op te richten.

Alle huidige bewegingen die zich richten op een federaal Europa zijn gedecentraliseerde eenheidsbewegingen. Het paradoxale gebrek aan een 'federatie van de federalisten' is een van de oorzaken waarom er nog steeds geen federaal Europa bestaat.

2) Omdat FAEF een federatie is die bestaat uit verschillende Europese organisaties en individuen met één gemeenschappelijk doel: de oprichting van de Verenigde Staten van Europa.

FAEF - Federal Alliance of European Federalists - is een organisatie met de juridische identiteit van een vereniging en de organisatorische identiteit van een federatie.

FAEF is in 2018 opgericht door haar Promotiecomité, bestaande uit twee Italiaanse, twee Franse en twee Nederlandse federalisten.

Elke beweging, vereniging, vakbond, academisch instituut of andere organisatie die het statuut van de FAEF en haar programma om de federalisten te verenigen en de Europese burgers voor te lichten over het federalisme als instrumenten voor de oprichting van een federaal Europa aanvaardt, kan toetreden als lid van de FAEF met stemrecht.

De gefedereerde leden fuseren niet en verliezen niet hun soevereiniteit, autonomie en culturele identiteit. In plaats daarvan krijgen ze de mogelijkheid om meer kritische massa en voldoende organisatorische macht te creëren om als hefboom te fungeren om het huidige intergouvernementele EU-systeem te verruilen voor een federaal systeem.

Mensen richten private en publieke federaties op voor de creatie van een orgaan dat een beperkt aantal gemeenschappelijke belangen behartigt door middel van een limitatief aantal bevoegdheden. Dit gebeurt bijvoorbeeld in de sport. Het Internationale Olympische Spelen (IOC), waarschijnlijk de grootste private federatie ter wereld, bestaat uit 205 federale lid-organisaties waarbinnen miljoenen individuen sport kunnen bedrijven.

3) Omdat de opbouw van de Grondwet op een democratische en professionele en effectieve manier zal verlopen.

Zodra FAEF een zinvolle versterking van haar organisatiegraad bereikt door - als Federatie zelf - veel organisaties te bestrijken die streven naar een federaal Europa, zal het een Conventie van Burgers organiseren. Deze Conventie, uitgevoerd door professionals in de constitutionele federale wetgeving en met de deelname van de burgers, zal een verbeterde versie ontwerpen van het bestaande ontwerp van een sterke federale Europese grondwet, geopend door een waarden-gedreven preambule, gevolgd door tien artikelen.

Dit reeds bestaande ontwerp van federale Europese Grondwet is ontworpen door Leo Klinkers en Herbert Tombeur in het kader van hun European Federalist Papers.

Het ontwerp van federale grondwet zal niet meer dan tien - algemeen bindende - artikelen bevatten, die enkel het Europese belang betreffen en geen enkele verwijzing bevatten naar de nationale belangen van de lidstaten, zoals momenteel het geval is in het Verdrag van Lissabon en alle opt-outs, nationale belangen en onvoldoende fundamentele democratische controle.

De federale ontwerpgrondwet, die door de Conventie van Burgers is verbeterd, zal aan de Europese burgers worden voorgelegd, waarbij alle burgers met stemrecht de kans krijgen om de ontwerpgrondwet te ratificeren.

4) Omdat de soevereiniteit bij het volk ligt voor het volk.

Als het volk van ten minste negen EU-lidstaten de Grondwet zal ratificeren, kunnen deze negen (of meer) lidstaten volgens de artikelen over ‘nauwere samenwerking’ van het huidige Verdrag van Lissabon een versterkte samenwerking in de vorm van een federatie aangaan.

In de tussentijd zal een Europese federatie die minstens 9 landen telt, in werking treden en toetreden tot de EU.

Stap voor stap is het vergroten van het aantal landen dat zich bij die federatie van negen lidstaten aansluit een mogelijk en haalbaar proces.

5) Omdat het nieuwe federale Europa uw hulp nodig heeft.

Het budget van de FAEF-vereniging voor het opstarten van de organisatiewerkzaamheden, -activiteiten en -campagnes bedraagt vanaf nu tot eind 2020 €67.000,-.
